Abstract

Swedish Abstract: Det kanske största problemet med höjda basanslag till universiteten är att det svenska FoU-systemet som helhet blir mindre flexibelt. Redan på 1990-talet resonerade man i USA på det viset att det är betydligt lättare att förändra finansiering till individer och forskningsgrupper än till hela institutioner eller lärosäten (National Academies 1995). Med finansiering i konkurrens kan man med kort varsel öka finansieringen till lovande och dynamiska forskningsprojekt och minska eller strypa finansieringen till projekt som inte utvecklas väl. Därmed lyckades USA skapa det kanske mest dynamiska och flexibla universitetssystemet i världen. Framgångarna lät inte vänta på sig.

English Abstract: Perhaps the biggest problem with increased basic direct grants to universities is that the Swedish R&D system as a whole becomes less flexible. As early as the 1990s, the United States reasoned that it was much easier to change funding for individuals and research groups than for entire institutions or universities (National Academies 1995). Competitive funding can increase funding for promising and dynamic research projects at short notice and reduce or restrict funding for projects that do not develop well. Thus, the United States succeeded in creating perhaps the most dynamic and flexible university system in the world. The successes were not long in coming.
