Abstract
Tech-savvy leadership at City of Philadelphia assembled a strong municipal technology team, but a change in administration threatened to create uncertainty over its future. This case explores the many factors that enabled a municipal government to compete with the private sector to attract and retain technical talent, and the ramifications when leadership with a traditional tech vision move back into the CIO's office.
