Abstract

English Abstract: Moving towards a low carbon economy will provide safe and sustainable energy for Central and Eastern Europe. This paper discusses the current renewable landscape in CEE EU member countries, with particular analysis on wind energy. The focus here is especially from an economic perspective and provides recommendations for the design of renewable policies and finance strategy using country / project examples for context and illustration throughout.

Renewables are capital-intensive projects and so the cost of capital – the fee that investors ask for making capital available – is a decisive factor for their realisation. It will be higher the more risky the project is seen, so that the purpose of renewables policies is to reduce risk and therefore the cost of capital, to make it more likely that projects get built.

Stable regulatory frameworks and visibility therefore remain imperative to provide investors with certainty and growing wind power in CEE and other parts of Europe.

Romanian Abstract: Trecerea spre o economie bazata mai putin pe resurse energetic ‘fosile’ va asigura siguranta si sutaneibilitatea energetic in Europa Centrala si de Est. Aceasta lucrare-prezentare prezinta situatia de ansamblu in tarile CEE si UE, cu particulara analiza pe energia eoliana. Focalizarea este astfel aici in special de la o perspectiva economic la inspre recomandari pentru proiectarea politicilor spre surse regenerabile si spre finantarea strategiilor prin proiecte de tara / example de contexte si ilustrari-viziuni integrative.

Sursele regenerabile sunt proprii proiectelor capital-intensive si astfel costurile de capital – drept taxele si cheltuielile pe care investitorii le suporta pentru a face disponibile aceste costuri – sunt un factor decisiv al realizarii integrale. Acesta este majorabil versus vizibilitatea riscurilor, astfel ca scopul politicilor spre sursele regenerabile este de a reduce riscurile si astfel si costurile de capital, de a face acest factor mai echivalent fezabilitatii proiectelor abordabile si respectiv abordate.
