Abstract

This essay addresses an issue that might seem utopian to many, namely the extension of voting rights to foreign residents in national legislative elections, a reform that might soon occur in Luxembourg. Such debates are indeed absent from other EU member states, in some of which foreigners’ right to vote even in local elections remains subject to lively controversy.
