The Provincial Competitiveness Index (PCI) is constructed from nine components including market integration expenses, land accessibility, and others in order to explain the differences between the dynamics, the abilities of job generation, and the socio-economic development of all provinces in Vietnam. To calculate the PCI, a set of default weights had been given to the nine components which later affects the accuracy of the PCI (as in reality, provinces should prefer those components differently). This paper will reassess the PCI of Hanoi in 2009 via Data Envelopment Analysis method in order to find out its efficiency in relative with other localities. This will then help Hanoi to acknowledge its advantages as well as constraints to promulgate appropriate policies for further socio-economic development.
